Moom does this, but it's one of my favorite features and if it's all you need: Kolibri lets you hold down a modifier key combo and move your mouse to move and resize windows without having to grab edges or toolbars. The App Store version uses Shortcuts, but once you buy it you can grab the [Pro version](https://kolibri.arvidson.tech/), which uses accessibility and offers a better experience.
